                                                POLICY STATEMENT

 

 

It is the responsibility of the board of directors and officers of Greece Little League, Inc. to provide and maintain safe and healthy conditions and to follow operating practices that will safeguard participants, volunteers, employees, the general public and property.

 

Greece Little League will at all times be in compliance with local, state and federal laws and regulations and will meet standards established by Little League Baseball, Inc.  The League will annually file a written safety plan to meet ASAP eligibility standards.

RULES/REGULATIONS

 

1.      COMPLEX

Greece Little League, Inc. is the owner of the baseball/softball complex on Latta Road.  Town or School regulations do not apply, complex rules include:

·         no pets allowed

·         no smoking is allowed

·         no open fires

·         no alcoholic beverages

·         no glass containers

·         practice by permission only

·         not responsible for lost or stolen items or damage to vehicles

·         no unauthorized riding on golf carts, drivers must have a valid license

·         please do not park any vehicles on Latta or No. Greece Rd. or block any pathways to the fields (emergency vehicles must have access)

·         please obey all other posted rules such as batting tunnels

·         no parking allowed at Fire House or at Lakeshore Community Church

 

Please help us keep our facility clean and safe, there are several waste receptacles located throughout the complex as well as recycling bins.

The concession stand will be open for the purchase of food and drinks whenever enough volunteers are on hand to staff the operation.  Golf carts are available for the transportation of the elderly and disabled, please check in at the concession stand or with the security golf cart.

 

2.      PERMITS:

The Town of Greece and Greece Central School District issues permits for the use of their facilities.  Please use only those facilities that we have permits for.  Please adhere to town/school regulations and rules.  We do not wish to have our permits withdrawn.  Do not remove any bases/inserts and we ask you to pick

up any litter after all games/practices.  Town/School permits commence on May 15th.

 

3.      LITTLE LEAGUE VOLUNTEER APPLICATION:

All officials, managers, coaches and volunteers must complete the volunteer application.  Extra copies are available at the concession stand, please turn these in to Diane or Gene Noga (they will be held confidential), a sample is also included in the manager’s manual. 

 

4.      ENFORCEMENT:

Any disruptive or inappropriate behavior will result in that person being asked    to leave the premises and be subject to further action as dictated by the board of directors or the Greece Police Department.  After the first warning or ejection any further disruptive behavior could result in a permanent ban from the complex.  Any serious incidents may result in criminal law enforcement and civil legal action. 

5.      COACHING/PLAYER TRAINING:

 

All managers and coaches are strongly encouraged to attend clinics annually that are administered by certified coaches or facilities.  Clinics held will offer instruction on practice and teaching skills; safety; injuries; conditioning/fitness; sportsmanship; building self-esteem and confidence.  Greece Little League will pay a portion of the cost to encourage attendance.  For the 2006 season one person from each team must attend the mandatory clinics.

 

Greece Little League has various pamphlets, articles and tapes available for use in training.  Please check with a league officer to borrow these items.  A library of items will be compiled and kept at the complex and on the GLL website.

 

The spring newsletter and league website contain codes of conduct for players, coaches and spectators, we encourage you to discuss these at your initial team meeting.

 

Throughout the year various player clinics may be offered, watch for details.  This could include high school and college coaches, league volunteers, managers,           parents or training facilities.  There could be a cost to the program for each participant, our objective is to keep it affordable.

 

 

GENERAL REMINDERS:

 

·         do not leave any child unsupervised at the field

·         please ask parents to keep an eye on siblings or friends

·         ask for a volunteers to act as team parent or assistant coaches to free you up to manage and monitor activities (all coaches must complete volunteer form

·         appropriate ratio of adults to youth must be required at all practices and games

·         require at least one parent be in attendance (at the field) at every game or practice

·         use the buddy system

·         do not allow a volunteer to drive a player home without parental approval

·         know who has legal custody of your players

·         notify league officials if you suspect child abuse

·         do not physically examine a child’s body

·         promote safety at each team practice, game or meeting

·         think of possible consequences when planning activities, fun events, if you are unsure please contact a board member, decide on the side of safety

 

 

 

 

 

FACILITY/EQUIPMENT SAFETY:

 

Greece Little League uses fields at their owned complex, town fields located at Badgerow and Barnard Park and various school district fields.  The league maintains its own complex while the town and school district provide their own maintenance.  You will be faced with various conditions on any given day.  Remember that safety is the primary concern and takes precedence over the need to get a game in due to weather, darkness or playing conditions.

 

Greece Little League will make every effort to cancel games in a timely manner due to inclement weather.  The complex has excellent drainage but please do not attempt to play if games are cancelled, it may be raining on one field and sunny at another location. Safety of everyone is our objective.  The umpire has authority to cancel games before play begins or after starting if judgement warrants.  Should the Town or School District close fields because of weather conditions we cannot use the fields even if it stops raining (we will lose our permit it we do).

 

A FEW REMINDERS:

·         inspect the facility/field for safety hazards prior to each game or practice

·         please ask everyone to abide by park rules and regulations

·         at the first sign of lightning please ask everyone to move to the safety of their vehicle.  At the complex an air horn will be sounded, please leave the field and go to your vehicles when you hear it and await further instruction from officials

·         encourage the safe use of league equipment.  Should any item become dangerous or unsafe please contact Phil Pascoe or the division commissioner for a replacement.  All equipment will be inspected at year end and in the spring

·         watch out for foul balls from other fields, all players must sit on benches, be in dugouts or stand behind protective fences

 

PLAYER SAFETY:

·         all players should warm up or do stretching drills prior to participating in games or practices

·         players should wear the appropriate safety equipment at all times (masks, cups, helmets etc).  Helmets with face guards as well as chest protectors are available at the complex for use if needed for batting.  Catchers helmets must have a dangling throat protector (even the hockey style units)

·         be sure the players are dressed appropriately for the weather

·         bats and equipment must be little league approved

·         managers/coaches cannot warm up players including pitchers (the game is for the participants)

·         no jewelry can be worn by players during games or practices

·         encourage water for drinking in case of heat, take several breaks if practicing

·         instruct the players in the proper mechanics

·         encourage the players to pay attention at all times

 

 

CONCESSIONS

 

A concession stand is available during all scheduled games, operating out of the maintenance building at the league complex.  Items for purchase include pop, water, sports drink, juice, hot chocolate and coffee.  Food items include hot dogs, hamburgers, sausage (all meat products are precooked), snacks, popcorn and candy.  A triple play (kids meal) combo is also available.  Caps, pins and other LL items may also be sold.

 

The concession stand is operated by adult volunteers.  Every team is required to work at least once during the season.  You must be at least 13 years old to operate the grill or equipment.  Drivers for the golf cart must have a valid driver’s license.

 

Safety must be adhered to at all times.  Monroe County Health Dept. issues our league an annual permit, inspects our facility annually and publishes guidelines that must be followed.  Sample rules include:

 

·         any worker having direct contact with any food must wear disposable gloves

·         the propane gas grill must be lighted outside the building with the cover open

·         all utensils must be washed/cleaned prior to and after each use at approved facilities.  Workers must wash their hands prior to starting or as needed

·         rolls, condiments and other perishable items must be kept in the refrigerator.  Meats must be stored in the freezer. 

·         an adult must be in charge at the concession building at all times

·         use of golf carts is restricted to league volunteers with drivers licenses.  Please be cautious in operating and observing the cart’s intended useage.  No more than 3 riders at any time

·         all rubbish and waste material must be placed in containers or the dumpster

·         be alert for any suspicious persons

·         workers are encouraged to obtain Health Dept. certification

·         all cash must be removed each night per instructions

·         no horseplay is allowed around the concession stand

·         a first aid kit is available for minor cuts, burns, scrapes, insect bites, it is stored in the concession area

·         a thermometer/temperature gauge is available to monitor safe conditions for the grill and refrigeration units

·         a Heimlich maneuver chart is available at the stand

·         an AED (defibrillator) is located at the concession stand and a list of trained volunteers will be posted, please consider attending future training sessions

·         no smoking in or near the concession stand is permitted

·         food items must be checked prior to use to insure quality

 

 

 

 

EMERGENCY RESPONSE

 

First-aid:

Even with the best safety program and preparation, injuries will occur.  Proper response and communication is a top priority in assessing the extent of the injury and the proper treatment required.

For minor injuries, we do have an extensive first aid kit located at the concession stand at the complex and a minor kit located at the Badgerow Park fields (maintenance shed) on Latta Rd.

Every manager is provided ice packs, we encourage every manager to carry a small first aid kit in their equipment bag.  Additional ice packs are kept at the concession stand.

Greece Little League annually offers first aid training, you can check with local authorities or other district leagues for other available training.

Please use proper gloves in treating any injury involving blood, these are available in the first aid kits.  For serious injuries, do not attempt to move the injured player, contact 911 for an ambulance (Greece Volunteer Ambulance is located just down the street from the complex.

All incidents whether serious or now must be reported and an accident form completed.  These should be reported/turned into Gene or Diane Noga

 

PHONES:

A phone is available at the complex for emergency calls. Many of us carry cell phones, we encourage each team to have one available for emergency purposes.  The complex phone number is posted on each of the backstops.

 

EVACUATION:

In case we need to evacuate the complex you will be notified by volunteers to leave immediately.  Please be sure all players are accounted for (keep track of who is present or missing).  Families should be asked to move to their vehicles or to the concession building.  All families are asked to leave until it is safe to return.

In case of any media involvement please refer all inquiries to the league officers. 

 

All threats should be viewed as genuine, please contact 911.

Examples of possible threats include: bombs; hazardous materials; suspicious packages; verbal/physically abusive individual; weapons; drugs; hostage taking.

 

LEAGUE NOTIFICATION:

Please notify a league official of any emergency response situation and be prepared to assist in providing any documentation including witnesses.

 

 

 

 

 

 

INJURY/ACCIDENT REPORTING:

 

Greece Little League is exposed to many different types of injuries or damage.   The league has purchased insurance to offer protection for various situations however not every possible loss is covered or a deductible may apply.  Prompt reporting is critical in addressing proper handling.

PLAYER ACCIDENT INSURANCE:

 

As mentioned in our newsletter our league purchases player and volunteer accident insurance through Little League headquarters in Williamsport.  The league’s policy

underwritten by AIG applies excess over the parents accident/health policy, if none it becomes primary.  A $50 per claim deductible applies.

Please refer to the newsletter for more detailed information.  The accident form includes sections pertaining to the extent of injury, position playing when injury occurred, weather conditions, playing surface etc., a sample form is included in this manual.

 

Please forward all accident reports and other possible claims or incidents to Gene or Diane Noga at 663-7024.  The accident form can be downloaded from the www.greecelittleleague.org website and e-mailed back as an attachment or mailed to the league address within 3 days of the incident.

 

The league is not responsible to damage to vehicles due to broken glass, theft or break-ins, these would normally be covered under the vehicle owners comprehensive section of their automobile insurance policy or homeowners policy.

Please do not leave valuables in the open, lock them in the trunk or hide from view before your arrive at the fields.

 

DOCUMENTATION:

Please provide appropriate documentation of all incidents.  Pictures, videos, witnesses are all important.  The league has a polaroid camera available at the complex for pictures if needed.
